  • Robert Mugabe, the nonagenarian dictator of Zimbabwe, has finally been thrown out of power after 37 years. Zimbabwe’s army had a crucial role to play. But army chief Constantino Chiwenga knew that he needed the blessings of China, Zimbabwe’s largest investor, for the transition process to be smooth. Indeed, then, the plot to overthrow Mugabe as revealed by Reuters was hatched in faraway China.

China’s anger on Mugabe

  • Mugabe, a long-time friend of China, was becoming a liability for Beijing. His indigenization law, which required majority control of foreign companies in the country by black Zimbabweans, had angered China. Zimbabwe under the new regime of Emmerson Mnangagwa, Beijing is certain, will be more open to business. “He will limit or even revoke the indigenization law,” says Wang Hongyi of the Chinese Academy of Social Sciences.
  • While it is nothing new for China to interfere in the domestic affairs of other countries, the recent episode in Zimbabwe goes well beyond China’s own historical record.

Historical roots

  • It was in 1954 that the Indian and Chinese governments together set out the famous “five principles of peaceful coexistence” that included a commitment to mutual non-interference in each other’s internal affairs. A year later, Zhou Enlai, the then Chinese premier, would go on to affirm these principles as the basis of establishing relationship with Asian and African countries, at the Bandung Conference. These principles were, however, in direct contradiction of the belief that the revolution in China that brought Mao Zedong and Zhou to power was a part of the global revolutionary struggle. In the next decade particularly, China supported revolutionary movements in many countries of Asia, Africa and Latin America.
  • But ideology was merely a cover for strategic objectives. As studies by scholars like Peter Van Ness and Melvin Gurtov have shown, the Communist movements in countries with friendly rulers were not supported as generously as in countries with rulers hostile to China.
  • The era of Deng Xiaoping was different. His mantra of “hide your strength, bide your time” predicated utilization of domestic resources for China’s internal transformation. The support for revolutions abroad was mostly given up. But as Deng’s policies ushered in a structural transformation of the Chinese economy, the country began to need a constant supply of energy and raw materials and an international market for its manufactured goods.
  • Chinese companies began to acquire assets abroad. Chinese nationals started working on these offshore sites. This meant doing business with rulers known for a horrible track record on human rights. Such rulers, many of them in Africa, loved the “no strings attached” Chinese money as opposed to Western aid that was conditional on political liberalization and economic reforms.
  • China’s foreign policy could not remain unaffected. In UN resolutions against these dictators, China either abstained or exercised its veto.
  • Dictators were rewarded for voting with China through enhanced aid. Beijing also supplied weapons to regimes embattled by civil war, like the one in Sudan. In Libya, China stood by Muammar Gaddafi in the face of widespread international condemnation. Similarly, it has supported Bashar al-Assad in Syria. In most of these cases, China supported the dictator in power over the uncertainty that would follow. The US and its allies, for all their good intentions, did hardly better in terms of achieving peace through their interventions. Iraq and Libya are the two best examples.
  • Beijing’s support for Mugabe was in line both with its solidarity with revolutionary struggles—Mugabe had led a liberation struggle against white minority rule before taking over as the prime minister in 1980 and the defence of tyrants in countries where China has significant economic interests.
  • The decision to let Mugabe go is, therefore, surprising and perhaps indicative of things to come. China may now, going forward, be more flexible in choosing favourites in other countries—the incumbent can even be disposed of, if required. In Nepal too, China has recently brokered an alliance of the left parties to fight the India-backed Nepali Congress currently in power.


  • The far more important implication is that China is now capable of fomenting regime change in distant countries in far-off continents. And it may be increasingly willing to exercise this option. While powers like India and Vladimir Putin’s Russia have interfered in the domestic affairs of nearby countries, instituting regime changes in countries across the world has been the domain of superpowers. Dov Levin of Carnegie Mellon University has calculated that the US interfered more than 80 times in other countries’ elections between 1946 and 2000. The estimate for Soviet Union/Russia during the same period is 36. These numbers do not include coups or regime changes like the one US executed in Iran in 1953 and Guatemala in 1954.

Way ahead

  • These interventions by superpowers came at a cost. The creation of Al Qaeda, Taliban and Islamic State can partly be attributed to America’s unpopular interventions. The costly invasion of Afghanistan had a role to play in the Soviet Union’s eventual demise. At a time when China feels it is within reach of superpower status, it would do well to learn from history. But history also doesn’t lend itself to too much optimism about the learning capacity of superpowers.

  • The most effective measure to keep roads safe is enforcement of rules with zero tolerance to violations. But as anyone who uses India’s roads knows only too well, that is not an administrative priority.

Nudging by Supreme Court

  • the periodic directions of the Supreme Court in a public interest case,  S. Rajasekaran v. Union of India, have not produced any dramatic change in the official attitude.
  • In spite of the court setting up the Committee on Road Safety and appointing an amicus curiae to help implement its recommendations, it is mostly business as usual for the police in enforcing road rules, for engineers tasked with forming roads and pavements, and transport officials in charge of licensing.

How massive is the challenge of Accidents?

  • The death of 1,50,785 people in accidents in 2016, which represents a 3.2% rise over the previous year, indicates the scale of the challenge. Fortunately, the orders of the court now provide actionable points with deadlines for implementation. Governments should be called to account on these, and civil society must ensure that they act without compromise.
  • The most important among these is the Road Safety Action Plan that each State and Union Territory must announce by March 2018, and roll out after giving due publicity.
  • But police forces and transport bureaucracies need not wait for formalisation of the plan, and should start enforcing rules relating to lane-based driving, using CCTV cameras to penalise offenders, and conducting safety audits along with experts.

Loophole in govt. policy

  • The absence of a scientific approach to accident investigation in India remains a major factor in fixing responsibility. This was pointed out by the Sundar Committee of the Ministry of Road Transport in 2007, but other than a failed attempt at creating a National Road Safety and Traffic Management Board, no real effort has been made at reform.
  • The orders of the Supreme Court provide a road map, and the direction to States to form a District Road Safety Committee headed by the Collector before January 31, 2018 should ensure that someone is accountable when citizens file complaints on hazardous conditions.
  • It bears pointing out that the court-appointed Committee on Road Safety has written to States on the need to prosecute every case of driving under the influence of alcohol and drugs, seeking imprisonment and fine, and to treat driving on the wrong side of the carriageway as an offence under Section 279 of the Indian Penal Code, which can lead to imprisonment, and not merely under the Motor Vehicles Act.

Way ahead

  • Stringent penalties have a lower chance of being imposed, compared to fines that are proportionate to the offence. Yet, even the existing minor penalties are not being imposed, and road conditions remain hazardous due to poor engineering.
  • This is proof of the apathy of the system. It’s time to shake the system out of its indifference.
