The Food Corporation of India has been entrusted with the task of moving the rice needed for PDS system from district to tehsil and sub-tehsil towns.

For this purpose, it has to finalize transport tenders to each district.

In one of the districts, the tenders received are very high and the managing director of the corporation decides to call fresh tenders.

However, in tenders received initially the lowest rate is from the relative of the Cabinet Minister for Civil Supplies.

Citing the need of rushing supplies urgently to rural areas, the minister has asked the Managing Director (MD) to accept the lowest tender.

(a) What are the options available to the MD?
