This statement was quoted by Thomas Jefferson who was an American founding father who was the principal author of the Declaration of Independence and later served as the third President of the United States from 1801 to 1809
By this statement we can understand that:
When the government entitles a person to hold a property as its nominal owner for the good of others (for social good), where by government provides all the funds to keep on nourishing and maintaining the property or the work/service held on it, then the person is bound to serve the services to the public and should not have any selfish intension of benefiting himself, therefore by acquiring a public trust he is no longer an individual beneficiary and he works for the good of the society and is answerable to the people.
Therefore, when a man acquires a public trust he is acquiring it to confer all the services to the people and not for his private use.
It’s not just about property, for Example: The soldier fighting and giving up his life for his nation, who has no personal benefit by it but does it for the public security.
No matter what work is entitled to the individual by government he no longer holds to prioritize his benefits over the society.
He should have qualities like : selflessness, devoting, humility, etc.
